Additional information (e.g. crash logs, related issues, etc.):

Turning on "Focus follows Mouse" in the "Mouse & Trackpad" setting, but not turning on "Also raise the focused window", results in raising the focused window anyway.

Sorry that checkbox is kind of misleading / irrelevant.

Is there any use case where you can have a window focused but not already raised?

Hi,

Yes, sometimes you are working in a larger window (not convenient to make it smaller because of annoying UX issues) and also in a smaller one, overlapping the first (bigger) windown. You need to interact with both, for example pressing a "next" button in the smaller one and copying some text to the bigger one. If the smaller one then disappears behind the bigger one, you loose the Focus follows mouse ability and need to resort to alt-tab again.

Additionally, the current implementation will move all windows of an application on top. I was working in an editor and Chrome, having multiple windows open, with my editor on top of the left one. Moving to Chrome window on the right, it also raised the Chrome window on the left, covering my editor window. Not entirely the same, but probably related.

Let me know if this makes sense...
