you won't need this unless you have a broken keyboard. They prevent very quick duplicate key presses that can happen especially with defective keyboards (usually only for specific keys).
I understand that, but when typing a text, should there be a noticeable difference between whether it says 1 or 100? And if so, which one?
Yes, if you e.g try to type aa that won't work (and won't work for longer time span if the number is higher). Enabling this for all keys usually doesn't make sense as it makes normal typing harder.
