Dock widget can open apps while screen is locked

Describe the bug:
Touching an application-icon on the Dock Widget in MBP Touch Bar while the computer's screen is locked will still start applications, meaning that arbitrary code could potentially be run without unlocking the computer. Further, all widgets remain visible while screen is locked, potentially revealing sensitive information.

Suggestions/Feature Request:
Provided a Touch Bar Settings option to display the default touch-bar while the screen is locked. Additionally, provide a Lock Screen "App" at the top of the Apps column, which can be configured to show an alternate Touch Bar layout while the screen is locked.
