BTT refused to be quit

Note:
Recently, after I update MacOS to the latest version Sequoia 15.0, BTT is really buggy.

Describe the bug
I tried to quit BTT via Activity Monitor multiple times. And after awhile, it automatically opened up and froze the whole computer operation. I believe it has to do with wifi connection because It happened when I used the Macbook in the college library connecting to the wifi system. While it's offline, BTT acts weird and buggy.

Affected input device The trackpad is numb and cannot be click, though I can still move the cursor and tap.

there are some network related bugs in Sequoia, I assume they will be fixed in upcoming versions. As far as I know these are not limited to BTT. I think it happens if the system tries to verify code signatures & permissions while in semi-connected states with limited internet
