is there any way to avoid the Window Switcher (with Mouse Hovers Dock App Icon) to open for Apps that are running but have no window open?

I’ll add an option! Personally I like it better to still see the switcher but I think this is a good setting

I have found out that all the necessary Privacy requirements were not set to be enabled, therefore it didn't work as it was supposed to. Now it does
